RDD are typically melee builds and you typically want fully enchanted +12 con on every build be it melee or caster based. This change would just made not great feature even less usefull...
As previously mentioned, RDDs are most of the time a melee build which in most cases will mean that your con is higher than charisma. This change would just made not great feature even less usefull...

I hate to agree with these words but here we are. It does not really matter if its based on con or cha from a thematic point of view, you can justify both RP-wise if you try hard enough. Question is how much DC do you want RDDs to have in this server. I'm not qualified to answer the question, but it's the most important question to ask when changing a mechanic to make a class stronger. I've seen the damage numbers of RDD breaths and those things are pretty scary.
