several iceberg bugs

so! this is going to be a long one.

Description
it seems like iceberg doesn't really /halve/ the damage on a successful save

Steps to reproduce
strike someone who has high reflex saves but *no evasion* with iceberg

Expected result
they take approximately 50 damage in total

Actual result
...they took 25 damage (with DR in effect that was 20)

the 2nd one struck several targets, one of them succeeding the save, the others - failing, to show more things.

Notes
it looks like succeeding on all the saves reduces the damage by 75% instead of 50%


and now, another one
Description
iceberg works very inconsistently when combined with a hellball

Steps to reproduce
while hasted: cast hellball on *someone* (to get the animation of the flying orb) and then cast iceberg

Expected result
both spells hit, and work normally, target takes damage from a hellball and gets KD'd, and rolls saves vs iceberg and potentially takes damage and potentially gets frozen

Actual result
here's where things get wonky: sometimes, iceberg gets completely skipped. like nothing ever happened. like it was never cast. sometimes it deals damage, but it NEVER freezes the target, regardless of whether it dealt damage or not (and regardless of whether the target succeeded or failed on the saves)

as you can see, hellball's VFX is still there at the edges, but the target is NOT frozen.

i did some further testing recently (regarding the 1/4 damage part) and i've noticed that: there are 3 saves
first save. ignores evasion. succeeding halves TOTAL damage, and prevents freeze.
second save, RESPECTS evasion. succeeding halves / negates (depending on evasion) PHYSICAL damage
third save, RESPECTS evasion. succeeding halves / negates (depending on evasion) COLD damage
