3 Expeditionary Scouts Henchmen in Cordor don't work:

The AI is virtually nonfunctional. They generally won't fight unless they illicit an AO. It's a lot like how horses act right now.

Steps to reproduce the Bug:
Hire the henchman, try to get it to fight something

Expected Result:
If directed to attack something, it should run up and start swining.

Actual Result:
It will sit there with a stupid look on its face like you're asking it to crap silk :D

Yep noticed the same and as they are all low level henchmen for new players it gives super bad first impression, should be fixed asap as other henchmen seems to work as intented.

I'm pretty sure it's the pathing that was broken in the last major patch. Beamdog is working on it, and they'll have it fixed by next release patch.
