Phrasebooks heavier in a bag

Putting phrasebooks into a standard bookbag and they become heavier in the bag than outside of it
phrasebooks are Lbs 5.5 and being put into a bag adds 10lbs

Steps to reproduce
----------------------------
Obtain Book Bag (Crafted)
Obtain Phrasebook (Any - lbs 5)
Use Book bag on phrasebook to put inside of bag

Expected result
-----------------------
Bookbag has 5.5lbs added

Actual result
-------------------
Bookbag has 10lbs added

This is an old limitation based on how we have to round weights.

If you look there, there's actually no 1lb weight property.

I recently tried fixing this with NWNX but we had negative weight bags turning up, so it was disabled.
