That's a problem, but there's a huge gap between that and some player who just digs dwarves and plays a few different Brog-based characters who join the Kuldarn (which most Brog dwarves do) over their time here. Cheating sucks but many of us have specific interests in what we want to play and Arelith is a small world where overlap is gonna happen, especially when not playing humans.
Just say no joining the same faction within three or six months of your deleted character or something if there must be a rule/strongly suggested guideline. People play on Arelith for years, it's inevitable you're going to want to repeat aspects of old characters some times.

I think was the main point to be made, using the other existing faction rules as a comparison. If you play a notorious PC, you're likely to attract more attention, including from perhaps from players with previous hostile PCs, but there MUST be an effort to establish a decent amount of RP with enemies based on your CURRENT pcs involvement. This does not always happen.
