Fixes to the Lag

Surface has been atrociously laggy for months, sometimes being nigh unplayable even when the server was mostly empty.

Now, I find Surface nearly lag free.

This makes playing on the surface so much more fun, even when you're not fighting things. It's nice to be able to move without clipping back and forth half the time!

Thank you devs (mostly or entirely Liareth and Hoodoo?) for all your hard work on this, it is appreciated.

Honestly things have felt so smooth since the reduction, there have been a few small bumps here and there but It's been such a significant boost to the servers health. Thanks a lot!

I wrote all the code. Hoodoo put in just as much work, or probably more, deploying and testing and gathering data so we knew what to optimize. Silvard was really helpful with offering input and advice for one specific optimization which helped to reduce lag spikes a lot!
