Werewolf are sad things right now, I suggest the following:
-Make appropriate equipment meld with the Werewolf form, so you don't end up encumbered during your rampage.
-Stats adjustments when entering werewolf form (According to DnD 3.5): +2 STR, +4 DEX, +4 CON
-A variable amount of temporary HP
-A small amount of DR, in addition to keeping the immunity to death unless slain by silver.
-Change AB to fighter?
-Force a will save every round when shifted, if failed, the werewolf attacks at random (uncontrollable, like before) for a variable amount of rounds. However, keep the ability to emote of course!
These are just a few ideas I think would help make werewolves be more feared and allow the players portraying them to become viable antagonists for heroes to defeat.
ALTERNATIVELY (On Hunter's suggestion): Simply base it on the Tenser's transformation script.
