Would it be possible to add a level cap command for characters?
Make an ability to allow the player to cap their levels at 16. Give it a three month CD that can only be removed afterwards and by a DM.
That way if they want to stay and RP on Skal for longer they can do so, and move on later. It also acts as a timer to let them wrap up what they're doing on Skal in the first place so they do not constantly remain there as a figurehead of some kind or someone too powerful, which is - as it's been clarified - is not the philosophy behind Skal.

Sure, some players might throw clout around in the threat of violence.. but that happens usually from visitors - not long term folk.
I can't help but feel there is a lot of assumptions being made about what actually happens in Skal.
I'm not gonna name names either but I got PVP slammed by a presumed epic after taking the RP out to leave peacefully the last time I was involved in a Skal event, for the heinous crime of not getting a Kobold to leave fast enough. If anything it's a boost since you'll level faster doing just crafting and RP which is what you're saying they mostly do.

Not arguing the ethics of monster races, and also didn't bring the Kobold PC into the village it was just offering information on the Bad Dude he'd seen and I was one of the only players who spoke Draconic so figured ehhh, RP it so everyone can run with the story then get them to leave, but when told to leave with the kobold, we both acquiesced and I was THEN power attacked from behind without a chance to fight back because I was dead in two swings.MissEvelyn wrote: Thu Jun 18, 2020 9:23 am

Was even provided a brilliant count to 10 that went 1, 2, 10 once it was clear a fight wasn't happening.
I'm assuming they were newish to PvP and I didn't report it because Skal, but it's LESS of an issue when the characters aren't epics so you might get a chance to counteract.
